Windows could not start the Windows Firewall on Local Computer. For more information, review the system Event Log. If this is a non-Microsoft service contact the service vendor, and refer to service-specific error code 87.
These are the steps I used to fix the issue:
1. Open the command prompt in administrator mode.
2. Type netsh firewall reset
3. If you receive an error message like I did saying:
Initialization Function InitHelperDll in NSHHTTP.dll failed to start with error code 10107
The service has not been started.
4. Type netsh winsock reset
5. Restart the computer.
